Most confusion on SNS comes from three overlapping layers:
Cultural Layer — differences in values

2. The Cultural Layer: People Communicate With Different “Normals.”
Each cultural zone has its own sense of:

静かな投稿が、反応の速い文化圏に流れ込む
専門的な投稿が、日常系の文化圏に表示される
感情的な投稿が、意図しない相手にまで広がる

4. 運営層：運営はすべての文化圏の外側にいる。
運営が重視するのは、
安全
規約
システムの安定
文化的な衝突は“規約違反”ではないため、 運営は解決できない。 ここにユーザーとの“期待のズレ”が生まれる。

ひとつの出来事に、三つの層が同時に関わることがある。
例：
静か圏のユーザーが落ち着いた投稿をする（文化層）
アルゴリズムがそれを炎上圏に送る（アルゴリズム層）
規約違反ではないため運営は介入しない（運営層）
本人には“個人的な攻撃”に見えるが、 実際は 三層のズレ が重なっただけ。

層が見えるようになると、こう分けられる。
「これは文化の問題」
